Job Description:

Hours: Mon - Fri 8am - 4:30pm

The Sr. Payroll Specialist has responsibility to oversee the payroll process to ensure accurate and timely processing of the multi-state, bi-weekly CTCA payrolls for all stakeholders in accordance with State and Federal regulatory guidelines.  The Sr. Payroll Specialist is responsible for safeguarding stakeholder information and mitigating risks related to inaccurate pays, delays in deposits, and inaccurate financial reporting.  The Sr. Payroll Specialist provides payroll support to internal and external customers.  This position is responsible for timekeeping, interfacing with stakeholders to resolve payroll issues, responding to questions from stakeholders and management, payroll reporting, and conducting reviews and audits of payroll/HRIS information.  The Sr. Payroll Specialist provides support to the Payroll Director with payroll requests and projects, as needed.  The Sr. Payroll Specialist coaches and mentors less experienced/peer team members and provides internal support to both internal and external teams.  This position is responsible for the education of payroll processes and policies to stakeholders, managers and other department teams.  The Sr. Payroll Specialist is the team expert on payroll processing and demonstrates discretion and independent judgment regarding processes, issue resolution and managing responsibilities.  The Sr. Payroll Specialist has direct impact on operational performance of the department and organization as well as impacts to stakeholder satisfaction.  This position partners with CTCA vendors that provide services to support payroll and benefit processing.  

Job Accountabilities

1. Payroll Processing

Perform associated responsibilities for weekly payroll processing while adhering to payroll deadlines, CTCA policies and procedures as well as regulatory guidelines.  This includes review/audit of information exchange through integrations between Workday, Kronos and ADP.  Process involuntary deductions, such as garnishments and tax levies in accordance with State and Federal laws.  Enter/review required stakeholder profile information in Workday and ADP.  Ensure data accuracy by validating stakeholder documentation including offer letters, vendor reports and individual stakeholder support.  Perform required audits of payroll generated reports.  Communicate and correct any variances as necessary.  Create, review, and process payroll adjustments including retroactive pays, vacation payouts, and deduction adjustments.  Review agreements including offer and termination letters, for special pay items and payout accuracy.  Review, reconcile and approve all one time payments for payroll processing.  Prepare, reconcile, and transmit weekly payrolls according to ADP process deadlines.  Process, reconcile and submit weekly transmissions to vendors including HSA and 401K files.  Prepare and request funding for payroll related transmissions.  Review existing processes, develop new processes, and implement enhancements.  Serve as team leader to support the payroll team and other departments.

2. Payroll Administration and Support

Provide payroll support to stakeholders across all levels throughout the organization.  Input and make recommendations to policies and procedures.  Communicate and enforce CTCA payroll/talent policies and procedures to management and stakeholders.  Research and answer stakeholder/management questions and requests.  Resolve payroll discrepancies by collecting and analyzing information.  Handle escalated stakeholder and management requests.  Maintain advanced knowledge of applicable Federal and State wage and hour laws.  Support applications used for payroll processing, timekeeping, and general ledger processing.  Provide support to departments to determine configuration requirements and test new configuration and changes within applications.  Execute changes and verifies consistency with Payroll, timekeeping, and Talent applications. 

3. Month-End/Year-End Processing

Prepare and reconcile payroll files as required to support the posting of payroll related journal entries to the general ledger and EPSi payroll data transfer files for each month.  Collect data and prepare entries used to create intercompany journal entries to update to general ledger for stakeholder adjustments.  Create and request required AP check requests for stakeholder deductions.  Review payroll invoices for accuracy and submit for approvals.  Create, process, reconcile and distribute required reports.  Maintain and reconcile payroll files for deductions and earnings to support audit requests, stakeholder payouts, year-end testing and transfer information.  Maintain accrual and accounting calendars as well as system updates to process entries for new earnings/deductions/and tax codes.  Create, process and submit 401K true up adjustments for year to date payroll processing.  Provide general support to accounting and finance teams for payroll related inquiries.  Process and support yearly special payroll processing for stakeholder payouts, sick payouts and service award payrolls. 

4.  Payroll and Tax Reporting/Audit

Assist Payroll Director in providing required payroll data based on internal and external requests.  Create, process, and reconcile payroll reports for audits, testing, and special requests based on data requirements and release approvals. Review and reconcile information to mainframe reports to ensure accurate data is provided to customers for analysis and review. 

Review, process and analyze tax items communicated through agency tax notifications.  Complete required actions and resolve tax issues in coordination with ADP and tax agencies.  Quarterly and annual review of processed State and Federal tax filings for completeness and accuracy.

5. Project Management

Provide support to Payroll Director with payroll related activities and responsibilities with ongoing projects.  Serve as team leader to provide support to project initiatives and team members.  Act as payroll expert, as required within project teams.

Education/Experience Level

  • Bachelor degree in business or related area preferred. 
  • Must have a minimum of 5-7 years prior payroll experience.

Knowledge and Skills

  • Must have experience with payroll reconciliation and balancing.
  • Strong analytical skills.
  • Must have excellent customer service skills.
  • Ability to plan and manage multiple priorities and requests with strong time management skills. 
  • Attention to detail and ability to maintain confidential information. 
  • Advanced understanding of payroll and payroll tax laws in a multi-state environment.  
  • Proficiency in Word and Excel. 
  • Must have advanced written and verbal communication skills. 
  • Ability to work professionally with all levels within the organization. 
  • Excellent interpersonal skills, customer focused, demonstrates initiative and effective in team environment.
  • Strong technical skills in payroll and HRIS applications. (Workday, Kronos, and ADP Enterprise)
  • Report writing skills.
