Job Description:

Responsible for the technical and project leadership of benefits administration systems, implementation, quality assurance and IS coordination and ongoing operation. Works in tandem with the Corporate benefits team and third-party benefit administration vendors to optimize functionality and user experience.

Job Requirements

Issue Resolution Resource

Acts as a primary contact for all benefits application and platform system issues and inquiries.  Analyzes and documents problems, recommends solutions and initiates corrective actions with benefits administration vendor.  Responsible for driving all issues through completion. 

System Enhancement Management

Coordinates internal and external benefit administration application and platform enhancements.  Enhancement life cycle responsibilities include analysis, design/requirement specifications, cost benefit analysis, executing testing plans. Acts as a liaison between vendors and internal clients. Cost benefit analysis will also be used to create and support internal IS business cases, if applicable, and help assign technology priorities.

Quality Assurance and Reporting

Monitoring the delivery and accuracy of weekly internal and external in and outbound files as well as performing root cause analysis for discrepancies.  Responsible for setting up, performing and maintaining custom and standard interface reporting and audit procedures.  Must work with vendor and IS teams to identify and track trends for stability and improvement. 

Enrollment Systems Management

Is the liaison to Benefit Administration vendor and internal clients to coordinate all systems and configuration requirements for annual or subsequent mid-year enrollment periods, new vendor and file feed implementation.  Updates include, but are not limited to premium rates, function reconfiguration, plan change configuration, and identifying unique employee group configuration needs. 

Compliance

Responsible for working with internal and external entities to deliver compliance and audit data according to compliance schedule.

Skills, Education and Additional Information

  • Bachelor's degree required and Masters’ preferred
  • Minimum of five years’ experience in systems analysis and/or programming required with project management or leadership responsibilities
  • Must have ability to exercise independent judgment in planning, organizing, and performing systems analyst tasks
  • Must have ability to communicate, motivate, and organize projects among a broad spectrum of personnel throughout the network, frequently under deadline pressure
  • Knowledge of information systems, including some familiarity with financial /business applications 
  • Strong Excel v-Look-up and macros
  • Familiarity with business intelligence tools also a must
  • Experience in hospital or Integrated Health Network Information Systems environment preferred
  • Strong benefits and benefits administration knowledge system configuration and file feeds preferred
  • Strong verbal and presentation communication skills
  • Ability to work under pressure and tight deadlines
