Chief Medical Information Officer (CMIO)
The Chief Medical Information Officer reports to the CTCA Chief Information Officer (CIO) and is responsible for the planning, and successful implementation of information systems used in the clinical environment and facilitating alignment between the strategic plan driven by the CIO and the clinical strategy and guidelines of Medicine & Science. The CMIO will champion and provide leadership for the implementation, advancement and optimization of all clinical systems, including the electronic health record (EHR), as we embrace the evolution in providing evidence-based care leveraging predictive analytics, population health management, and next generation patient engagement.
The CMIO supports a positive IS organizational culture through strong leadership that drives a performance-based culture around delivery excellence. Remains current with new advancements in technology, national, state and local regulations and issues affecting healthcare information technology and their potential impact on the organization’s ability to deliver care.
Must Have Experience and Capabilities
1. Must have at least 10 years of healthcare experience. Doctoral level training in medicine (MD or DO) is required.
2. Oncology experience is required. Preference for an Oncologist or a physician that has obtained a certification in the field of oncology.
3. Knowledge of the evolving area of precision medicine and the ability to transfer that knowledge into technology configurations that deliver effective workflows that facilitate care decisions.
4. Project management experience required.
5. Very strong understanding of the healthcare industry, including the relationships between providers, payors and pharma.
6. Knowledge of analytical reporting and translating reporting needs into technical specifications.
Chief Medical Information Officer Accountabilities
1. Clinical Liaison
• Provides responsive service based on user needs, including training to assure widespread acceptance and provider use of clinical systems.
• Identifies areas to promote use of technology in creating efficiencies for clinical areas to increase quality of care and advance organizational capabilities.
• Leads or participates on committees to support clinical outcomes analysis and quality initiatives.
• Participate in the development of the telemedicine strategy to deliver oncology care and supportive services to patients throughout their care journey.
• Provide usable data to clinicians to identify their successes and challenges and provide recommendations, as appropriate, on strategies to close performance gaps.
• Lead or Participate in internal governance of clinical components within the EHR, such as order sets and formulary.
• Continuous optimization of EMR related work-flow.
• Promote interoperability of clinical information across platform to ensure providers have patient data in a timely and usable manner.
• Bridge the divide between business and clinically oriented enterprise data systems to ensure end-state analytics is being incorporated into all system design.
• Increase patient engagement via portal and mobile health with innovative approaches to patient engagement.
• Reduce clinical variation via multiple technologies/innovations.
2. Clinical Process Enhancements
• Provides physician leadership using clinical data to proactively monitor, revise, and develop best practice guidelines utilizing tools such as clinical decision support to improve the quality of care through the advancement of technology.
• Provides leadership in supporting quality assurance initiatives and evaluates the impact of information technology on clinical workflow processes.
• Works through system clinical application implementation issues including accountability for workflow design, Provider and nursing communications, development of clinical champions (both formal and informal) to enhance usability and clinical application training.
• Ensures that solutions meet their business and clinical purposes and that committed benefits and functionality are fully tested and then delivered on time and on budget.
3. Oversee Clinical Projects
• Ensure that clinical projects include requirements around regulatory, oncology quality and disease specific measures to ensure that data will be available to demonstrate clinical effectiveness of patient care.
• Collaborate with peers and system users around the prioritization of clinical projects, clinical system changes and new system additions based upon the available capacity in resources compared to the demand.
4. Clinical Informatics Leaderships
• Serves as principal advisor to the CIO, CMO, CTO and other Information Services Stakeholders for any areas involving informatics and assessing the impact that information technology has or may have on the organization or at affiliated organizations.
• Provides medical leadership in the areas of planning, development, preparation, and implementation of strategic and tactical clinical informatics.
• Gains the support and consensus of physician leadership and enterprise operational leaders regarding informatics needs and priorities.
• Co-lead, with the technical team, all areas of integration of clinical practice and technology in their stream of work.
• Increase provider engagement in the design, build and continuous improvement regarding ability of users to leverage the EHR and other clinical systems to provide optimal patient care.
• The CMIO integrates medicine, computer, and information science to manage and communicate content build, end user support, and adoption in clinical practice.
5. Provider at CTCA CCRC and/or OCC
• Provide patient care at either the hospital or outpatient care centers approximately 16 – 20 hours per month. As a practicing provider, the CMIO will have an opportunity to be intimately familiar with the clinical applications and workflows. In addition, it provides them the opportunity to develop deeper relationships with other providers and nursing within the organization.
